1 tbsp shallots finely chopped, or green onion, white part only
2 tbsps rice vinegar
1 tbsp honey
1/2 cup canola or neutral olive oil
sea salt or kosher
3 navel oranges large, peeled and sliced 1/4 –inch thick
1 head fennel sliced paper thin vertically
1 purple onion small sweet, peeled and thinly sliced in rings, soak in ice water if the flavor is too strong
