1/8 tsp black pepper
3/4 cup water
2 tbsps sesame oil or light olive oil
1 onions small-medium, finely diced
3 cloves garlic minced, or grated
1 in ginger piece of, peeled and minced, or grated
1 1/2 tsps corn starch dissolved in 1 1/2 tablespoons water to form a slurry
2 scallions green and white parts, thinly sliced, for garnish
